Improve posting error handling
...
- if spamnoticer was contacted, add cleanup callback to error handler if
something goes wrong during the rest of the process (like thumbnail
creation for example)
- add another allowed warning (string) that gm may safely report back
and don't call error if we see it.

Fix unsupported image formats were making it into spamnoticer

- Unspported images were getting denied by the board, but
only after they have gotten into spamnoticer
- Refactor the code a little bit to check image mimetypes first

As per vichan upstream move locked board check to after openBoard call in handle_post. Unlike upstream , the board being locked doesn't stop reports or deletions being processed for that board, just new posts
