Dedushka 6d43a7f62b
Protect IPs in public moderation logs. 
As reported, IPv6 addresses were not properly hidden in the public
facing moderation logs. This commit filters both IPv4 and IPv6
addresses.

We broke out into a separate function so that it can be tested with
the test suite.

A rudimentary test has been added to test the newly added
protect_ip($entry) function.

nonmakina 0611bb6ad1 Sets the correct default path in the config.php, and removes the re-write in instance-config. The path set in config was incorrect, so there is no benefit in keeping it incorrect and overwriting in instance config. - some users were having issues posting
- the issues are inconsistent. we should be careful with this feature,
    perhaps even log details of what went wrong when the error for this
    is shown and analyze those logs.
